| Job Location: Los Angeles, CA Senior Director - Administrative, Human Resource, Finance The candidate will work for a Law Library. Will be responsible for policies and procedures that support library financial activities including the development and administration of the library's budget, accounts receivable and payable, purchasing, procurement, contract negotiation, regulatory compliance, and payroll. Will also be responsible for policies and procedures that support human resource activities including job classification, recruitment and selection, compensation, benefit administration, regulatory compliance, and collective bargaining agreements. Participate in the establishment of long and short term objectives for the library. Assist and support the development of staff, assignment of work responsibilities, and the establishment of divisional and library-wide team activities. Assist in forming policies and procedures of library initiatives, activities and business services. Coordinate production of the annual budget for the Library. Provide projections and forecasts to achieve Law Library financial objectives. Calculate cost centers and ROI. Organize and direct accounts receivable, accounts payable, reporting, payroll, taxation and fee collection and related financial functions. Direct the preparation and reconciliation of journals, ledgers and other accounting records, directing them for submission to various regulatory and other governmental agencies. Monitor contract and lease preparation. Oversee grant administration development and implementation. Plan, organize, and direct library human resources activities and functions, including recruitment and selection, classification, compensation, benefits administration, labor relations and negotiations and administration of Memorandum of Understanding, dealing with EEO and ADA issues and workers' compensation management. Plan, organize, administer, and participate in staff development, in-service training programs, and presentations pertaining to human resources, personnel management planning, service projection, and forecasting. Monitor changes in laws, regulations and technology that may affect departmental operations. Implement policy and procedural changes as required. The candidate should have an MBA or Master's with concentration in Accounting, Finance, Economics, Business or Public Administration or a field related to the work. Must have 7+ years of comprehensive, directly related, and progressive experience including supervisory and administrative experience in finance and human resources management in a public agency setting. Experience in the human resources function is highly desirable. CPA, SPHR, GPHR Certification is preferred. Must possess a valid California class C driver's license and have a satisfactory driving record.
